Public Enterprise “Rusino” is an inter-municipal public enterprise established by all nine municipalities in the Pologi region with the aim of managing the landfill “Rusino” as well as implementing all necessary measures to ensure economic efficiency in operations in accordance with the principles and legal norms for the protection of the environment during the management of municipal non-hazardous waste.
The Rusino landfill is located south of the city of Gostivar, at a distance of about 8 km or about 10 km from the city center, on the slopes of Mount Buković, at an altitude of about 800 m.
The Rusino landfill is managed by the Joint Public Enterprise RUSINO/POLOG, which was established on 03.01.2022, by the Municipality of Brvenica, Municipality of Bogovinje, Municipality of Vrapcishte, Municipality of Gostivar, Municipality of Zelino, Municipality of Jegunovce, Municipality of Mavrovo and Rostuse, Municipality of Tearce and Municipality of Tetovo who, in a proper legal procedure, adopted an Act for the establishment of a joint public enterprise for waste management in the Polog Region.
The procedure for determining Rusino as a location for the disposal of non-hazardous municipal waste began in 1998 with the Decision of the then Ministry of Urban Planning and Environmental Protection, for granting temporary use of this location in the then Municipality of Dolna Banjica (which no longer exists). as construction land for a temporary landfill for municipal solid waste.
Two years later, in 2000, the Ministry of Environment and Spatial Planning issued a decision, which determined the area of the surface mine for the exploitation of Rusino clay as a location for a temporary landfill for the disposal of municipal solid waste for the municipality of Dolna Banjica, which was given authority and responsibility to manage the landfill.
In 2003, the Council of the Municipality of Dolna Banjica adopted a Decision approving the use of the surface mine of Rusino clay as a municipal landfill for municipal non-hazardous waste. This Decision was made official by the then mayor of the municipality of Dolna Banjica.
In February 2005, the municipality of Gostivar, after the abolition of the Municipality of Gorna Banjica, took over the responsibilities from it. For the sake of more economically efficient operation, the Municipality of Gostivar concludes an agreement with the Municipality of Tetovo for the establishment of an inter-municipal landfill Rusino. This agreement defines the duties and responsibilities of both municipalities.
The agreement was signed by the mayors of the two municipalities and formalized by a decision of the Council of the Municipality of Gostivar in March 2005 with a conclusion on the acceptance of the agreement by the aforementioned mayors. As a result of this agreement, Rusino became an inter-municipal (regional) landfill for the Pologi region, which should accept municipal waste from the largest municipalities of Tetovo and Gostivar, and be financed and managed by these municipalities.

The Rusino landfill is managed by the Joint Public Enterprise RUSINO/POLOG village. Sushica Gostivar was established on 03.01.2022 by the Municipality of Brvenica, Municipality of Bogovinje, Municipality of Vrapcishte, Municipality of Gostivar, Municipality of Želino, Municipality of Jegunovce, Municipality of Mavrovo and Rostuse, Municipality of Tearce and Municipality of Tetovo which in appropriate legal procedure adopted the Act of Establishment of a joint public enterprise for waste management in the Polog region.
The Swiss State Secretariat for Economic Affairs (SECO) made a significant contribution to the establishment of this enterprise by the nine municipalities in the Pologsk region represented by the Development Center of the Pologsk planning region, which financed the first phase of the Solid Waste Management Project in the Pologsk region. , within which, the necessary documentation was prepared and the basic assumptions for the establishment of the Rusino/Polog Public Enterprise were set.
The company was established on the basis of Article 18, paragraph 3 of the Law on Inter-Municipal Cooperation (Official Gazette of the Republic of Macedonia No. 79/09), Article 36, Paragraph 1, Paragraph 15 of the Law on Local Self-Government (Official Gazette of the Republic of Macedonia No. . 05/02), Article 9 and Article 10 of the Law on Public Enterprises (Official Gazette of the Republic of Macedonia No. 38/96 . . . 35/2019), Article 11 of the Law on Communal Activities (Official Gazette of the Republic of Macedonia No. 95/2012; 163/2013; 42/2014; 44/2015; 147/2015 and 31/2016), Article 46, Paragraph 3 of the Law on Waste Management (Official Gazette of the Republic of Macedonia No. 68/2004, 71/ 2004, 107/2007, 102/2008, 143/2008, 124/10, 51/11, 123/12, 147/13, 163/13, 51/15, 146/15, 156/15, 192/15; 39/2016 and 63/2016).
